Following the resignation of Councillor Macrae from the post of Chair of the Audit & Scrutiny Committee the Conservative group on the Moray Council are keen to see work which was initiated by him last December continue and to see the introduction of a Scrutiny Charter for the local authority.
Commenting, Councillor Tim Eagle (Conservative Group Leader) said:
“Last December during committee it was noted by the Chair that the council has in place a very effective Audit Charter but to date there was no similar and equally detailed equivalent for scrutiny.
It is well documented by national governments that - The objective of scrutiny is improvement.
Scrutiny should seek to break out beyond traditional adversarial and organisational boundaries and be a genuinely creative force in generating new ideas. Scrutiny should be dynamic, innovative and purposeful, whilst striving also to be cost effective.
As we enter into a new financial year 2019/20 this is an ideal time to evaluate the implementation of such a charter and ensure accountability and transparency not just within the council but to the public of Moray as a whole
Whilst this committee will no longer by led by Councillor Macrae I would hope that the work he undertook to develop a charter will be finalised and will further develop the confidence of the people of Moray in the actions of all councillors and officers as we strive to deliver in these very difficult and challenging times – value for Moray.”
